Yes that is true, but most routers/hubs already have a build in firewall so if you are on a LAN check your router/hub and check if it has a firewall...
You probably won't need a hardware firewall though...

The cheap hardware firewalls build into routers and switches generally only block port ranges, they don't inspect the actual traffic. It certainly doesn't do virusscanning, so IMO that statement is false.
