Right,
This script looks at your contact list and records who comes online. then, when you run the clean up command it deletes everyone that hasn't come online.
so like, you keep it running for about... i don't know... 2months... 6months.. whatever... then run the cleanup command and wallah! 
I would quite like this as I have many contacts that never come online.
Any one fancy taking it up?

you can do this in plus already (no commands though)
go plus icon > Contact List Clean-up
