A friend of mine is vacationing in England for a few weeks, and she cannot use her webcam with people here, in Canada, but it works with other people in England. Anybody have any idea as to why, a limitation of WLM or such?

there's no limitation to whatever you are doing on messenger whatsoever. Try asking her whether she can use webcam with her friends in other countries besides Canada.
