yes its true.. english-arabic dont work
that is because msn dont show text that is from rigth to left

I was just about to say this bug 
well there are ways of making it work RTL.... *shudders* I think Messenger Discovery had that feature.

I don't know if this is going to help but you can switch to RTL in windows live messenger. By having an arabic character in the message box. And then press CTRL+Right Shift.
This change can be undone by pressing CTRL+Left Shift.
