I have 16:9 (Widescreen) HD video I want to upload to Youtube. They recommend encoding to a 320x240 format before uploading...is it still possble to get widescreen format viewable or will I lose some viewable area at the edges?

Good question...I neve saw widescreen videos on YT.

You'll have to add bars on top and bottom.

They don't approve it, Google does the same thing saying they don't accept Widescreen videos.
