I am looking to get a pda-like device.

features i want:

camera+video capabilities
not a cellphone
wifi
custom apps (perferably)

can anyone make some (cheap) reccomendations?

The features you want don't come cheap.
Seeing as you're in Canada, you're restricted to Rogers and Telus. I would have recommended BlackBerry, but neither of these companies are offering the newest WiFi smartphones yet (namely the BlackBerry Curve 8320 [T-Mobile USA only so far] and the BlackBerry 8820)

Other than that, I guess just browse the PDA pages for Rogers and Telus and see what you can find.

Out of the two that I mentioned, only the Curve has a camera built in (the 8820 has GPS), but still does not allow for video capture.

At one point I was thinking iPhone with the activation hack thing, but it doesn't do video. Does it?

MenthiX: I meant that i was not going to use it as a phone, so it would be better if it wasn't one.

The iPod Touch does not have a camera.

I believe Menthix got confused with video being video playback and not recording.
