I just downloaded WLM Mobile onto my PC. How do I install this on my phone?

I downloaded it on my desktop on my PC and it's .exe file

The best way to do it would be to just get it from the microsoft site and do it the way it should be done.
I'm not sure where you got the exe from but it probably won't work.
