Well the extract resources takes out the default messenger skin, right?

Is it ok to mod that then redistribute it as a skin?

Of course, all our skins are modded from the extracted resources.

Yeah, as Nile says, this is exactly what making a skin is.  It's extracting the resources of messenger, modifying them and distributing them.

The resources don't change how messenger works, they just change how it appears.

If you want more specific details, the resources are getting extracted from Msgsres.dll, Msgslang.dll, Msnmsgr.exe. If you've already applied an old skin (that replaces these files, literally) the old skin-files are getting extracted, not the original Windows Live Messenger skin. But as long as you're using an MP!L skin, there shouldn't be a problem.

Instead of asking this question, why didn't you just extract the files, and see for yourself?
