Hey there,
Trying to help my sister to be honest.
I'm not the most tech savy person but can normally manage OK.
Basically, I've ran through the instruction manual and it is still not working.
Steps I did:
Inserted disk (Came with the webcam)
Installed the program.
Plugged in webcam.

I was waiting for the 'found new hardware' pop-up to appear but it didn't. Apparently it should have according to the manual.
It seems without this I cannot get the webcam to function.
Any suggestions?

Bump...

What OS are you using? Some drivers may not work with the new windows vista (even more possible to fail if it's SP1) so searching the vendors website for an updated driver may be a worthwhile task.
