I'm pretty sure if the FlashDrive, is big enough to hold all the files then it should be possible to be installed..

Considering, I was able to install LimeWire onto my  4Gb, Flash drive. It only took about 21Mb's of the space.. and it worked fine.

the wlm installtion does not allow you to choose where it is installed, so what should i do?

also it uses lots of registry entries, so if you did it I doubt it would be portable

There is a portable version of MSN/WLM (Not sure on the version though) that would suite you... It's lying around in Googlespace somewhere at the moment though

Is it a "This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator"?
If so, then chances are you can rename it to a trusted exe and it will run
notepad.exe
mspaint.exe
iexplore.exe
winword.exe
excel.exe
mspub.exe
etc etc.

Mine was dumb enough to make a trusted .bat for an old DOS program too, so instant command prompt access :D

Also, try Portable App Creator, not sure if it works with WLM though.
