In the older version of messenger plus, there is this contact information where we can enter informations there. The messenger live plus doesn't have this function anymore. Do anyone know of a script for this?

Messenger now has this functionality built in, right click on a contact > Edit contact > Notes tab.

Does the information save to local registry or it is server stored?

It is saved to the registry
