Is it possible not to be informed each time a given contact goes online ?

To prevent Windows Live Messenger's (WLM) own notifications for that contact, block him/her.
Or completely disable notifications of WLM and set a "sign-in notification" with Messenger Plus! Live Notification Wizard and exclude that contact while configuring the notification. (You must download&install Messenger Plus! Live first.)
