sign out turn computer off :P
Restart Router

He's most likely just used IPGet and thinks he's got her IP, and thinks he can wreak havok because it is 'possible' to 'hack' someone using their IP address but in reality people have got firewalls now and updated software and OS's themselves generally will block most malicious attack attempts now

That's really all it could be he managed to get her IP address through a direct connection to her computer (and using some sniffing tools/scripts) by file transfer or webcam or something else, so if she has an internet connection that assigns her a random IP each time her router/modem is started (most ISP's have this, few have static IP's) then just restarting the router should get her a new IP

if they get a lot of reports about that same kiddy abusing their system like this then my guess would be that they will.
what else is the report feature for?

Make sure she has a good firewall. I like Comodo Firewall. It's free but most anti-viruses come in an internet security suite that would have a firewall with it. Make sure you don't have more than one firewall as this can cause conflicts.

Advanced firewall engine for preventative management of incoming and outgoing Internet traffic with the highest levels of preventative monitoring of all inbound and outbound traffic to prevent hackers and identity thieves from penetrating a computer.

A firewall should offer at least some basic protection but no software is perfect.

(I hope this correct :$)
