By any chance does anyone here know anything about signing apps for a Nokia N95 phone or signing apps in general?

I need someone with prior knowledge because iv done the research and i know how to but everything iv found leads to the same site which seems to be down, so i need a totally offline method that actually works.

I would be more help, but I can't actually remember how to do it off the top of my head.

no you see i cant do this because it goes strait back to symbian signed which is the site that is down

yes the site seems fine you can register, but what i actually require from the site doesnt work if you dont believe me follow the guide GiantSpider gave me and wait until you get up to the Certificate part if you dont believe me try it your self like i said iv seen many like this guide and have done the research anything to do with that site wont work :(

Your request has failed. Reason:
- Developer Certificates will be ENABLED for users who have a Publisher ID ONLY. (during GMT office hours)
- ONLY if you used a Publisher ID to create a .csr file with the DevCertCreate tool will you be able to use Open Signed Offline to create a Developer Certificate.
- Developer Certificates are currently DISABLED for users without a Publisher ID. Users who DO NOT have a Publisher ID CANNOT request Developer Certificates or use Open Signed Offline.
- Open Signed Online and Offline for users without a Publisher ID will NOT be available temporarily, an update will be provided during Week beginning 25th Feb
- If you have recently obtained a Publisher ID and are unable to create a Developer Certificate using Open Signed Offline please request support through the Symbian Signed forum on the Symbian Developer Network

Well if Symbian signed is down, you can't do it anyway.
