is there any plugin available or anyone that can code a plugin for blocking some of the users' display pictures

I don't know about only blocking a selective amount of users' display pictures, but I know how to block all of them. Go to Contacts on the Menu Bar, click on View Display Pictures, and then None. Also, when you open a message window of one of your contacts you can click on the right side of the contact's display picture which will temporarily hide that user's display picture. Also know that if someone blocks you, you won't be able to see that person's display picture.
