According to the skin documentation for the version 4.79.0.353....

Because you're meant to run it in a command line, not click on its icon.

EDIT: I'm working on a front-end for this in VB.NET so you don't have to use the command prompt so much.

You can also copy paste that into the address bar when inside that folder :p

It did. My issue was that I was quoting file names and missed a quote. It's all sorted now.
