Hey,
I was wondering if anyone could tell me whether there is a script for the new windows live messenger that can tell me when people open a chat window with, but don't necessarily say anything.

Nope, it's impossible due to the way Messenger and the Messenger service is built. It also would breach people's privacy were it possible.
