Hi there =)
No, I haven't read everything, but searching for some time didn't actually return nothing related to it.
How about making it possible to extend scripts and skins functionalities without having to download a full new version, like it is with updates today?
I mean, you'd download an "expansion pack" for your work, wich would include information like what to change, what to add, what to delete and resources, so that the user would only need to download it to update what they've downloaded. This would be specially useful for low-bandwith users and large skin/scripts files, also could help decrease server load I think.

Let me explain better:
File.plskex would change content in the respective skin's folder, replacing the current SkinInfo by the one included in "File.plskex" and/or replace/add/delete resources (like definitions, styles, and images) while File.plscex (forget about the cacophony =P) would change content in the respective script's folder, like replacing .js and .xml files.

There could/should be pre-requisites, like there's in skins and scripts, but also adding  new tags to define exact versions, and they would need to be installed in the right order (Expasion 1, then Ex. 2, and goes on). Any thoughts?

Interesting idea.

I'm not sure if the extra work will weigh up to the benefit though. It requires more work for the creator to support incremental updates, and quite a bit of work from Patchou's side.

While broadband internet is still getting more and more common, is it worth it?

I think it's a good idea in terms of being able to "patch" older versions and maybe even make unofficial updates to scripts (maybe not so good for scripts).

It is probably extra work for Patchou (and possibly without too many benefits), but it would be good for certain situations (I know one of my scripts before had to be completely removed to update it else files would conflict; It would be good in those situations)

And how would the Scripting / Skinning Database handle such expansion packs?

They'd be in the same page as the scripts/skins.
