I have restarted my computer I have uninstalled reinstalled the messenger and it still has the same problem it says..

The following message could not be delivered to all recipients

Its not like every other time or its like rare but its like everyday now I cant send a message period and I don't know how to fix it.  Not only that people send me messages and I can't see them! I dont know what to do or how to fix it! So can someone please tell me how to it would be sooo appreciated

im not to sure, you say you reinstalled it but the problem is still reoccurring. Do you have the latest version of WLM? Also sometimes when it says that the message cannot be sent, it can be a problem with your internet connection.
