Alright well, i can go to the add a contact menu thing, enter the email, bla bla, okay, with no problem.. But here is the problem, the contact will not receive my request, and the same when people try to add me, i will not get the request. So what is the problem?

You can try unintalling and reinstalling WLM. Maybe that will do the trick.
