I'm sure I have the latest verson of messenger (8.5 right?), and Plus but when I download a skin that says it is compatible with 8.5, it then says it's not compatible on the screen thatsays import.

The latest version is Windows Live Messenger 2009 (Build 14.0.8089.726) which you probably have (Make sure by going to Help> About Messenger), that's why skins compatible with version 8.5 only wont work for you.
