Ask your fiend to do/check the next things:

  1. Make sure the following option in Messenger is disabled:
Tools > Options > Personal > Show me as "Busy" and block my alerts when .....

  2. If it still signs him/her in as "busy", then temporary uninstall Messenger Plus! Live, to make sure it is not caused by any script.

  3. If it still signs him/her in as "busy", then report the issue to Microsoft:
    http://support.live.com/eform.aspx?productKey=wlm...&ct=eformts&scrx=1

Follow the next steps in case you end up in the help pages (http://help.live.com) after using the link given above:
    1. Pick your Windows Live Messenger version.
    2. Click on one of the topics in the left pane.
    3. Click on the "Get more help" link in the lower-right corner.
    4. Click on the "Get support" link.
    5. Fill everything in with as much details as possible in the form.

Yep, try to uninstall Messenger Plus! Live.

And if that doesn't work then contact Windows Live Support using the link I gave earlier.

PS: Note that since November 5th, users on Windows Live Messenger 8.5 will be required to upgrade to the latest version (Build: 14.0.8089.726) before they can sign-in.
And starting on the November 9th, users on a previous build of Windows Live Messenger 2009 will need to upgrade their clients too.
