Every member of the staff can do that which basically means Admins, sMods and Elites all can. They could always give +2, +1, 0, -1, -2 but only recently did WDZ(?) make it say +2/-2 explicitly.

Actually, I think it should be
"Double Negative" and mods/admins should be able to give "Ultra Negatives" and "M-M-M-Monster Negatives"

Um, exactly, you've still not understood the thread. Krissy isn't saying "omgwtf elites can give u +2 and -2 rep, since when?!?!?!". He's commenting on the semantics of "-2 Negative" which is a double negative, and thus actually means a positive, which is confusing and bad English.
