is there a way or an app to run a IM on my Android samsung tablet that can play Custom sounds like Windows live messenger plus does on my windows xp desktop.

As far as I know only Messenger Plus! (for Windows) can play custom sounds. There is no other application which can play the custom sounds. This because other applications are actually not allowed to contact the Plus! Sound servers (which is needed in order to download the sounds before the app can play it).
