Hmmm browser based? Running Chrome 18.0.1025.142 m and it happens.

Tried FireFox 11.0 and it is fine.

It's fine on my iPad. It's the regular style sheet and the images load properly as well.

Use Chrome's developer tools and see which style is applying the blue background to the footer. From what I can see on your painfully small screenshot, I think that's the only thing that differs from the footer as it's meant to be displayed.

That doesn't seem to differ from what I see, but still doesn't explain a blue background.

Disable extensions etc? Does it still happen when you logout?

Browse the forums with Incognito mode. If the footer shows fine, then it's probably your Chrome's file caches that are corrupt - clean them if it's the case.

I installed dev-channel and same thing...
Emptied cache and same thing...

Firefox on the same machine is fine, browser at home is fine.

Everything is pointing to a local issue. Hard for any of us to guess what is going on.
