That tool is only for directly extracting sound files from a soundpack. It wouldn't help at all in his problem.

Did you installed the VB6 redistributable package and the COMCTL32.OCX as explained
here?
Can you tell me exactly what error messages you get and when you get them?
Can you also try to run
Choli's MsgPlus Tweaker and see if the same problems occur?
(I don't have Win7 yet myself, so I can't test this; it does work perfect on Vista though)
