no, but search the forum and you should be able to find quite alot of info

you'll also need the plus! api which can be found here - http://www.msgplus.net/help_plugins.php

i dont understand anything...

...all i understood about api is u have to install a DLL and how do i do that and how do i actually make it and everything?

YOu have to know programming like VisualBasic or C++. I don't think you can do them in Java.
