What kind of file is it. If it is a animated .gif file, then i'm afraid you cannot use it as a display picture. Then only animated display pictures are thing like muggins and moods which you can download using MSN Messenger but they cost money.

To use it on this forum you can though.

Go to your User CP then look down the left hand side for Change Avatar. You can then upload the file by clicking on browse.

you cant use it in msn cuase they dont let you, it would show as one frame of the animation but you should be able to upload it and use it on here by going to your control panel,
