How do i make songs smaller in a format that i can fit on my phone?
Is there any software?

It depends what phone you have and what formats it accepts?
(ex. mp3, wav, etc.)

I know but the song he has might not be an mp3 file. I no it probely is but it's possible it's not.

You could also use itunes to convert it to a smaller bit rate.  You can do this by changing it in your preferences under the import section of the advanced tab,  then all you do is right click on the song you want to change the bit rate of.  Just make sure you change the importing bitrate and file type before importing new songs.  This also works for many file types, itunes will convert the likes of mwa and whatever else you want to give it and it saves downloading another program if you already have itunes
