Yes you can by running a dodgy program which "eats up" all the memory, so the swapfile will be used more.

But as -dt- has said, why on earth do you want to waste perfectly valid and physical memory just to use dead slow and not real memory? It doesn't make sense.

If the game or program requires a lot of memory and it can use the virtual memory of Windows it will use it automatically anyways.

i once installed a "lite version", but this installation is the default xp pro, with some services disabled and the only thing on startup is AVG.... it is relatively fast for its specs...
