You probably have a dynamic IP address, every time you connect to the internet your address changes...

Done. :p

Your ISP is probably just doing some restructuring, and increasing their capacity. The 99.245.*.* range looks like it was registered recently, which would explain why those IP-locator services don't yet recognize it. Nothing to worry about.

If your router does the connecting to the internet, then rebooting your router connects to your ISP again. If your ISP gives you a dynamic IP address, then each time you connect, you get a new one (will usually be different, sometimes you get the same one back).

They look up the location of your IP address, and it usually points to your ISP. My ISP is based in NSW (their only pop is there), Australia, and that's where I am, and that's what I get told my location is when I look it up by IP address. The suburb is wrong though. My ISP offers services Australia-wide, and even a user in another state get's told that their in NSW because that's where the ISP is.

Firstly, not all IP-locators do a live trace to your ISP etc. every single time you visit their webpage or whatever, many of them use IP databases because blocks of IPs are registered to different countries (well ISPs in the country).
Secondly, tracking it down to the location of your ISP is an estimate of your location anyway so my statement is still just as valid.
