O.P. Who developed the Window Preview tool?

I know there has been one going around. You load the XML file it shows you the window what it would look like blah blah blah.

Can I just ask who has developed one? I am really interested in making one.

Please stick to 1 thread regarding this topic. There are already some threads about this (which you also participated in and which have merged together already because they are about the same thing (ref. threads: "[Preview] Window Designer", "Window Designer Update" and "(For Dempsey) Window Builder"))...

The official Interface Window Tester is developped by Patchou.
