MsnPlusLive Does not run! [MSXML 3.0 Damaged]  S:

Hi there!
I've been having this problem for the longest time! ):
I thought downloading a new version of MSN would solve the problem or even re-downloading my current MSN would solve it as well.
But nope! Nothing seems to work!
Please forgive me if this looks long.. I'm really just explaining what I have done and what the outcome was!

Help is extremely appreciated!

Here's what I did:

[1] Downloaded from here: http://www.msgpluslive.net/download/
[2] Opened the downloaded program: 'MsnPlusLive-482.exe'
[3] A small window popped up after 3 seconds.

The small window has a caution sign icon on the left.
It says:

The MSXML 3.0 library seems to be damaged on your system and is a required component on Messenger Plus! Live.
Press OK to open a page to download MSXML and run this setup again.


[4] So, I clicked on OK. And a new window came up. (internet window)

[5] Half way down the page, I attempted to download the THREE files.

these:

msxml3.msi

MSXML3msms.exe

MSXML3SP_RelNote.htm

~! BUT !~

The link or whatever it was..DIDN'T LOAD! )':
'Page Load Error'
[Information that came up]

The connection was refused when attempting to contact download.microsoft.com 
       

Though the site seems valid, the browser was unable to establish a connection.

    *  Could the site be temporarily unavailable? Try again later.
    *  Are you unable to browse other sites?  Check the computer's network connection.
    *  Is your computer or network protected by a firewall or proxy? Incorrect settings can interfere with Web browsing.



- I am able to browse other sites. Network connection is good (: !
- I think I've tried disabling the firewall for a bit to see if anything would work.. but nothing O:
I COULD have done something wrong, but it might not be the problem O: !


[6] That's about it! It led me to a dead end ):
     Whoever is reading this.. I'm really thankful of you.

Any suggestions is highly appreciated!!

All you need to download there is the msxml3.msi file, which appears to be a valid link.
Hope this helps

Download it from another site...

To be honest, I just tried from Microsoft and it worked fine... Try going to the page and pressing CTRL-F5 to clear the cache and try again.

Hmm.. is there another site that wouldn't lead me to the same site?
): I've tried, but they all lead me to the same exact site that wouldn't work for me..
