Just installed MS Messenger can not get my tool bar

You mean the menu bar?  Press Alt to temporarily show it, or click the menu button (under the big Mail icon, on the far right) and select "Show the menu bar".

This was done in this way to match the new Windows seven (and vista?) method of usually hiding those menus in the same way.
