A question, when you try to turn it off, how long do you leave it on until it hangs? Have you tried leaving it on all night to see what happens? Have you tried closing absolutely everything, stop all useless processes, and turning it down? Logging off first and then turning off?
Just a few ideas. Also, you could try posting your hijack this log to see if we can spot anything suspicious... Of course, it could be that some random Windows file is corrupted...

Check your hard disc drive with Spybot S&D from Kolla.de or LSPFix from Cexx.org. This entry should not be fixed! Your best bet to repair it is to try the LSPFix from Cexx.org.

upload the .dll file to this site: http://www.virustotal.com/
it will be scanned there, and they will tell you if its a threat

Create a batch file with the following:

ECHO ON
shutdown -s
ECHO OFF


or if you want a gui
ECHO ON
shutdown -i
ECHO OFF
