yeah, he means when having a skin, porting is moving all the files from one messenger version to another one, and mostly likely always a higher version.

If you want the basic skinning program, its Resource Hacker, search on Google,
otherwise I think someone has made such a program to move all the files in a bunch which is a lot quicker, but that wont make skinning quicker in retrospect, it will make porting quicker though.
