No I'm not wrong, you are I'm afraid...
Read this carefully:
By only copying font files to the fonts folder you do not install them! (note: "copying" as literally placing a file in there; thus NOT "copying" as understood by the general public who uses Windows)
When you use windows drag'drop, copy, or move features or whatever and you place a font file in the fonts folder, it AUTOMATICALLY INSTALLS it for you. That is: without you knowing about it. It SEEMS you simply copied it, but you did not, there is going on a bit more behind the scenes when you copy a font with Windows to the font folder....
Also, note that fonts don't need to be "copied" into the fonts folder in order to install them. You can perfectly install and use fonts located on CD-ROMS for example.
And you can also temporarily install fonts by double-clicking on their icon/name in Windows Explorer. This will open a preview window displaying a sample of the font; as long as this window stays open, the font will be available in most Windows programs.

@saralk, some wild guesses but
could it be possible that the font file is corrupt or even not compatible? Can you test that out on another PC? But since you get the message "the font is in use", it logically means that the font is already there? As for the best solution if something is in use: the best thing todo is to do it into Safe-Mode though, but since that doesn't work either, maybe first uninstalling the existing font might help?
