or ring your internet provider.

If the flush DNS thing doesn't work and you can access it from the IP but not the domain name then I'd say it's an ISP problem. Ring your ISP and ask them about it

The command works, but doesn't have any effect on getting google to load.

Try adding this line at your hosts file:

66.249.93.104 google.com

It might help. The problem might pass, but since it's still occuring, I suspect that there might be a virus messing with your computer.
