if i understand correctly, you want Plus to notify you when you have new emails and not to notify you until you've read them, right?
Well, plus has a similar behaviour. It notifies you each time you receive new emails, ie: it checks your pop3 and you have, let's say, 4 emails. some time after that, plus checks again. If you have more than (or less than) 4 emails, it notifies you again, however if you still have those 4 emails plus won't display the toast. This is very similar to what you're requesting, because until you don't read the emails plus won't notify you.
