no they are not, after a terrorist attack, the people involved in the attack will have similar needs. Terrorists work in very unpredictable ways, the use of biological weapons could mean that all water and food within a city is unconsumable, and the government would need to evacuate the area and make sure there is clean water and the people have access to food.

Furthermore, with a terrorist attack, there will be no prior warning and people will be worried that a second attack could happen imminently increasing the fear. At least with Katrina, people had plenty of warning and we knew very roughly what to expect

the goverment wouoldnt have to do so much if people would have listen, most of them were warned, but they thought it wouldnt hit them hard enough and see now where they are,
witha terrorist atck you are most likely to not be warn, thats why you have to be prepared, which brings back to the new orleans situation, they know where they live thye should know that they get hurrican there

luckly its all clearing out now (Y)

the authorities told them to evacuate, that was it. A large proportion of New Orelean's inhabitants lived below the poverty line (38%), 27% of households didn't have private transportation and no provisions were made for people who were unable to move because they were elderly, disabled or had no access to transport.

That is outragous.

I've seen people looting TV's, Video Recorders etc... how in hell are they gonna be of use?  Besides, the Police are no better http://www.zippyvideos.com./8911023771013466/coun...looting-in-walmart

Clinton was saying how the defenses were supposed to have been upgraded yet somehow they never did after Bush got in, perhaps Bush never read the reports on the investigation of the defenses, more likely he thought it a waste of money.

Marilyn Manson called New Orleans "the cess pit of america" and that's something I gotta agree with, what with the dead bodies floating around and all.

RE: new orleans
Bush always says "lower taxes, lower taxes", and now happenes this and there is no money to enforce the area :S there you go with lower taxes. He gives shit about the population. Clinton had 4% of the people who were workless, since Bush it is now already 8%. He spends 11000$ on weapons a day. Jezus. What a labile system. And the weaponindustry is so powerfull in Amerika, glad i'm not living there, when you open a bankaccount you get a gun! omg
