O.P. Missing tooltip translation in conversation windows (Lng_Default.ini)
See the attached image.

I'm quite sure, that "Format Panel" and "Emotion Sounds" button tooltips should be translated, but at the moment there are no such lines in the default translation file.

By the way, where can I find the window for the [Window.ContactSelect] section? Need to check whether there's enough space for my translation of it.

Found the answer to that:
you get it when using some commands in chats with more
than 2 contacts. For example, /chatlog.

that's true, for now, it is not possible to translate these tooltips for technical reason but this is likely to change in future updates.
