I agree.
For example, sometimes people come in there because they're having trouble activating their forum accounts and can't post.
The "newbies asking for help" problem doesn't seem too bad, if you ask me. I think they quickly get the idea that the shoutbox is not for MsgPlus support.

Exactly... it's not a big deal if people spam... I usually ban them or prune their shouts anyway.

Guest shouting can be enabled at any time, but guests are usually dodgy, so I just leave it disabled.
In fact, yesterday I blocked guests from even viewing the shoutbox because I've seen lots of open proxies accessing it lately, which seems quite suspicious...
