It probably would make some sense, but in Messenger Plus' history, it's hasn't been done that way. There are almost no updates that have been released with only the last version number segment changing, and there has been an update that kept the exact same version number as the previous release as well.
I guess that the larger change in the version number makes the update clearer to more people, as with some programs, the last segment of a version number is practically useless (I imagine that this is the case for Messenger Plus users, perhaps the full number is useful for development purposes).
NB that this is not how the updating number game works, it's my personal interpretation only.
