Trust me, it won't be back.

It's more than likely Microsoft withdrew the feature because they were afraid people would set "bad" sounds. I don't use 9 yet, but I think you can still set your own sounds for your contacts; this I think is much better than letting others choose for you

Alright, this account was intended to PM WDZ only, but this has been nagging me since the RC version was released. People kept on complaining about the signature sounds and the partially working version of Messenger Plus! Live.

Signature sounds have not been fully remoeved, one part of them was: setting your PERSONAL Signature Sound. Alternatively, now you can only set Signature Sounds for your contacts as ryxdp stated.  Moreover, showing contacts' statuses is now optional in the contact list.

As stated a thousand times already regarding Messenger Plus! Live, Windows Live Messenger 14.0 RC has a new skinning mechanism, thus Messenger Plus! Live finds it a bit hard integrating into WLM at this stage. However, the "faries" have been working on a quick fix for this, so we may expect some news in the following weeks. ;]

Don't like a contact's sig sound?
Mute it!
They could just add a mute button on the sign in toast to mute the contact's sig sound on the spot...

Proof that Microsoft doesn't really know its own software

Voiceclips too. I know people they send me very irritating sounds with the Voiceclip feature and this feature is still alive

I completly approve Microsoft decision on removing the signature sound and replace it with you choosing your contact sign-in sound.

1- People choosing sound as signature could annoyed others
2- People not knowing about that signature sound trying to understand where sound was coming from

So now you can attach the sound you want to your different contact

Same thing can be done with voice clips, so users who can mute voice clips can also mute signature sounds, not a big deal and reason enough at all.

MS does so many things with pop-ups alá
"Notice [feature]?
[explanation]
Do you want to enable [feature] for the future?
[yes/no]"

It could simply be detected if signature sounds were being played, and the user prompted on first play if they wanted to enable it.
So again this could have been solved way better.

They obviously got enough feedback to warrant removing the feature.

Maybe people didn't like the feature, or it was reported that it just wasn't something that would be used.

They're not stupid and they will make some of their decisions by taking into account what the Butterflies/testers say (otherwise why bother having them?)

I'm sure that every feature ever added/removed in a product was liked by someone and disliked by someone else

You can't please all of the people, all of the time.....but they've obviously decided to remove this because of feedback/views
