He did answer it though. The information comes from Messenger's own feature: Tools > Options > Privacy > "See who has added you to their contact list".
So, it shows if you are added to the contact's contact list or not. It hasn't anything todo with being blocked.
But since a while Microsoft has changed how this works and since then that information is not accurate anymore and you're best to ignore it.
