When you used an unrar program to unrar cximagecrt.rar, did you then move the .dll file from the folder that was created into system 32 folder? If not, then have you got plugins enabled for msn plus? Go to plus > preferences > plugins And check that "allow messenger plus to load plugins in my account" is ticked.

does this mean you already had the .dll file, and did not have to unrar "plugins.rar"? If this is the case, and you did not have to unrar anything, then this will be your problem, as unrar ing the .rar file extracts the required files for it to work.
The only other thing I can think of, is did you download the installer, then close msn completely (by right clicking the msn icon) and then run the installer?
