I believe that modding the xbox itself is not illegal, atleast in Australia, but using it to play pirated games is . Playing imported games is fine.
DVD players used to only play DVDs of a certain zone but now, atleast in Australia, they must be multizone compatible after they lost a case to the ACCC (Australian Competition & Consumer Commission).
