Edit: I tried taking the original full-quality image and saving it in gif format with the same amount of dithering, and the IE problem seems to be fixed. That's cool, but I don't understand it.

I tried not using dithering, but it looked really bad.
The colors weren't smoothly blended... they're "blocky." Does dithering cause that problem in IE?
