I think you must have Windows 2000/XP to do this.

Using Notepad, open the "Save As..." window and under the "Encoding" menu (at the bottom) select "Unicode" (instead of the default "ANSI").


Edit: Never mind, I forgot the website translation is supposed to be "pseudo-Unicode". :$
