If you are on a network the network administrator can probably tell you if you should have proxy settings in Messenger.

If the Cipher Strength is less then 128 bits download and install the Internet Explorer High Encryption Pack. MSN Messenger needs encryption to authenticate (check your username / password)
- In Internet Explorer: click Tools, then Internet Options, click Lan Settings in the connection Tab, click the "automatically detect settings" button, then click ok twice to confirm. This will let Internet Explorer and MSN Messenger find out the best way to connect to the Internet via the current network.
